The UP Government, in a knowledge partnership with IIM Lucknow, is inviting online applications to recruit the Chief Minister’s NIPUN Bharat Associates (CMNBA) in 2023.

About NIPUN Bharat Mission

National Initiative for Proficiency in Reading with Understanding and Numeracy (NIPUN) Bharat Mission as envisaged in National Education Policy, 2020 is a nationwide initiative that aims to achieve the goal of universal proficiency in foundational literacy and numeracy for every child till Grade 3, by 2026-27. The mission, launched under the aegis of the Centrally Sponsored Scheme of Samagra Shiksha aims to bridge the learning needs of children in the age group of 3 to 9 years.

What It Means and Why It Matters?

What is Chief Minister’s NIPUN Bharat Associates (CMNBA)?

CMNBA is a program for dynamic young professionals to work with the Government of Uttar Pradesh to catalyse the implementation of the NIPUN (National Initiative for Proficiency in Reading with Understanding and Numeracy) Bharat Mission, and thereby ensure all 1.91 Crore public school students are proficient in foundational skills by 2025-26.

Highlights

• As per NEP 2020, “the highest priority of the education system will be to achieve universal foundational literacy and numeracy in primary school by 2025.
• The rest of this Policy will become relevant for our students only if this most basic learning requirement (i.e., reading, writing, and arithmetic at the foundational level) is first achieved.
• To this end, a National Mission on Foundational Literacy and Numeracy will be set up by the Ministry of Education on priority.
• Accordingly, all State/UT governments will immediately prepare an implementation plan for attaining universal foundational literacy and numeracy in all primary schools, identifying stage-wise targets and goals to be achieved by 2025, and closely tracking and monitoring the progress of the same”.

CMNBA Programme Overview

In 2021, the Ministry of Education, Government of India, launched the NIPUN Bharat Mission to achieve universal Foundational Literacy and Numeracy (FLN) among primary school students across the country. The state of Uttar Pradesh adopted the NIPUN Bharat mission in 2021 and has since then undertaken comprehensive reforms in its public education sector to ensure universal foundational literacy and numeracy.

• To meet the goals of the NIPUN Bharat Mission, the Department of Basic Education, Government of Uttar Pradesh, has launched a state-wide education transformation initiative “Chief Minister’s NIPUN Bharat Associates” along with “Indian Institute of Management, Lucknow” as the Knowledge Partner.
• Under this programme, a dynamic cohort of 150 associates (2 per district) will be placed across the 75 districts of Uttar Pradesh to drive the successful implementation of the NIPUN Bharat Mission, and thereby ensure that every primary school student is proficient in foundational literacy and numeracy skills.
• CMNBA provides a unique opportunity for young zealous leaders from the nation’s best universities to work closely with the district administration to catalyse the implementation of NIPUN and achieve universal foundational literacy and numeracy among 1.91 crore public school students of Grades 1-3 in Uttar Pradesh.

Role of CMNBA

• To track district, block and school-level progress on NIPUN.
• To devise corrective measures for poor-performing blocks/schools by co-working with Govt. stakeholders.
• To debottleneck day-to-day issues by collaborating with field officers.
• To build capacity and provide mentorship support to all field officers through regular workshops.
• To support Govt stakeholders in driving quality data-backed reviews regularly.

Eligibility Criteria

An applicant must meet the following criteria as of July 1, 2023-

1. The applicant should be an Indian citizen aged between 22-27 years.
2. The applicant should be proficient in both oral and written Hindi and English.
3. The applicant should graduate with a minimum of 60% of marks (or equivalent CGPA) with a minimum of 2 years of full-time work experience OR post-graduate with a minimum of 60% of marks (or equivalent CGPA) with a minimum of 1 year of full-time work experience.
4. The applicant must have earned a graduate or post-graduate degree from NIRF’s top 100 universities/colleges (as per NIRF 2022 rankings).
