About the Notification

The National e-Governance Division (NeGD), an Independent Business Division under the Digital India Corporation, has released a new recruitment advertisement inviting applications for 19 vacancies under the State e-Governance Mission Teams (SeMT) across various General Category States and Union Territories. The recruitment is part of the Capacity Building Scheme Phase III (CB 3.0) under the flagship Digital India Programme.

The positions are offered on a contractual basis for one year, and eligible candidates can apply online through the Digital India Corporation’s application portal.

About the National e-Governance Division (NeGD)

Established in 2009 by MeitY, NeGD plays a critical role in managing and implementing large-scale e-Governance initiatives at both Central and State levels. It works across domains of programme management, technology advisory, policy support, capacity building, and digital infrastructure development.

NeGD manages several major national digital platforms, including:

About the Digital India Corporation (DIC)

Digital India Corporation, formerly Media Lab Asia, functions as the umbrella body guiding the Digital India mission. It provides strategic support to government departments in ICT initiatives, promotes innovation, nurtures talent in emerging technologies, and encourages public-private partnership models. DIC hosts various independent business divisions such as NeGD, MyGov, Bhashini, IndiaAI, ISM, and MSH.

Capacity Building Scheme Phase III

The Capacity Building (CB) Scheme has been instrumental in strengthening India’s e-Governance ecosystem. Phase III, initiated in 2023, aims to create a digitally competent government workforce capable of driving large-scale digital transformation across the country.

Detailed Job Descriptions

1. Head SeMT (6 Posts)

CTC: Up to 41.44 LPA

Maximum Age: 55 years

Reports to: State IT Secretary / Head of State IT Agency

Key Responsibilities

  • Lead e-Governance programme management across State/UT departments
  • Ensure alignment with Digital India standards
  • Oversee SeMT personnel and performance
  • Provide strategic advisory on emerging technologies
  • Lead project appraisals, procurement, RFP processes
  • Manage ICT architecture, security, and disaster recovery planning
  • Conduct capacity-building and stakeholder awareness programmes

Eligibility

  • B.E./B.Tech/MCA (mandatory)
  • M.Tech/MS/MBA (preferred)
  • Certifications in PMP, PRINCE2, TOGAF, ITIL, ISO 27001, AI/ML, Cloud, Blockchain preferred
  • 15+ years experience in IT/e-Governance
  • 8+ years managing large IT projects end-to-end
  • Experience in public procurement, cybersecurity, data centre management

2. Senior Consultant (6 Posts)

CTC: Up to 33.60 LPA

Maximum Age: 55 years

Key Responsibilities

  • Implement MMPs and Digital India initiatives
  • Support architecture design and technical evaluations
  • Conduct procurement processes and vendor evaluations
  • Ensure security, interoperability, and standards compliance
  • Assist in departmental change management strategies

Eligibility

  • B.E./B.Tech/MCA mandatory
  • Postgraduate degree desirable
  • Certifications in PMP, TOGAF, Blockchain, Cloud, etc. are an advantage
  • 10+ years experience in IT/consulting
  • Experience in AI/ML, Cybersecurity, IoT, GIS, Cloud or related tech

3. Consultant (7 Posts)

CTC: Up to 22.40 LPA

Maximum Age: 55 years

Key Responsibilities

  • Support implementation of digital governance initiatives
  • Provide technical assistance for ICT infrastructure
  • Ensure compliance with Digital India standards
  • Assist in project appraisals and RFP/DPR preparation
  • Provide updates on project progress

Eligibility

  • B.E./B.Tech/MCA mandatory
  • Preferred: M.Tech, MBA, IT certifications
  • 5+ years experience in IT projects
  • Hands-on experience in one emerging tech domain (AI, Cybersecurity, Cloud, Blockchain, GIS, etc.)

General Guidelines for Applicants

  • Candidates must declare if any family member is employed with NeGD/DIC (Annexure II).
  • Those employed in Central/State Govt/PSUs must apply through proper channel or upload NOC.
  • Former/existing NeGD-SeMT resources who joined/left within a year are ineligible.
  • Selection involves:
    • Online aptitude/psychometric test (minimum 45%)
    • Interview for shortlisted candidates
  • All positions are purely contractual with no guarantee of future regular employment.
  • NeGD reserves the right to modify, cancel, or not fill positions without explanation.
